RTHK Director Roy Tang opposes Freedom of Expression

RTHK - post852

All is not well at RTHK as Director Roy Tang demands the removal of ‘promoting freedom of expression and a democratic society’ from Producers Guidelines.

Here’s the original story in Chinese: 港台《製作人員守則》修訂 鄧忍光要求刪去「促進言論自由、民主社會」段落. With a quick translation provided by reddit user wheeloffire:

Roy Tang ‘harmonises’ RTHK Guidelines, demands the deletion of ‘promoting freedom of expression and a democratic society’ RTHK, which has had some ‘harmonious misgivings’ several times in recent years, now has a new crisis. Post 852 has obtained an internal RTHK document showing that RTHK staff have recommended that administration amend the Producers’ Guidelines. However they were met with Broadcasting Director Roy Tang’s demand that the words ‘promoting freedom of expression, open and democratic society’ be removed from the revision. When Tang’s demand was met with opposition, he further rudely asserted his stance one by one to the administration at a meeting.

According to the document, the ‘harmonised version’ of the revision will be implemented unless additional action is taken. The RTHK Union criticised the decision-making process as crude and unreasonable and appealed to RTHK staff to help to turn the tide [in favour of the original revision].

Besides the Charter of RTHK, RTHK has ‘Producers’ Guidelines‘ (Guidelines) which serve as basis for the editorial staff’s operations. The Forward of the Guidelines states that RTHK codified their tried and tested programme editorial practices into the Guidelines to enhance the transparency and accountability of RTHK’s operation. The Guidelines reflected not only RTHK’s working principles but also social norms and standards.

As the Guidelines had been neither reviewed or revised since 2003 and thus may have become outdated in part, RTHK formed a representative working group last year with delegates from more than 20 different departments. It is Post 852‘s understanding is that it was chaired by Assistant Director of Broadcasting Tai Keen-man. The working group met more than 10 times since May 2013 to discuss and propose specific recommendations on revising the Guidelines.

Originally, this was to be a very simple affair, yet now the situation appears to have changed. Post 852 obtained a non-public document that the RTHK Programme Staff Union (Union) issued to RTHK staff and found that the Director of Broadcasting had brutally demanded deleting a section of the proposed revised text.

It’s said that working group had reached a consensus last year and proposed amendments to paragraphs in the first chapter of the Guidelines which referred to public broadcasting. The Union document provides the revised English language (item 1), translated by the newspaper as follows [here’s the original instead]:

‘As a public service broadcaster, RTHK pledges to uphold the core values of editorial independence and impartiality. We take public interest as the basis of our work. We share the values and missions of public broadcasters around the world, namely universality, diversity, independence and distinctiveness of programming. We promote freedom of expression, open and democratic society, civic participation and a caring community. We also pledge to serve the people, produce quality programmes, nurture talent, monitor any infringement of public interest, and retain the trust that the community has placed in us.’

No related definitions under UNESCO

However RTHK administration subsequently told the working group that they had reservations about the above proposed revision. They believed that the sentence ‘We promote freedom of expression, open and democratic society, civic participation and a caring community’ (the ‘Freedom of Expression sentence’) was not defined under United Nations Educational, Scientific and Cultural Organization (UNESCO) for public broadcasters, and so they returned the revision back to the working group for further discussion.

The working group then held three meetings during which the group again consulted discourse on public broadcasting from UNESCO, Asia Pacific Institute for Broadcasting Development (AIB), and European Broadcasting Union (EBU). They found support for the core values of freedom of expression and open and democratic societies running throughout the organisational documents of major broadcasters and that it was in line with the international community’s understanding of public broadcasting. As a result, in November 2013 the working group unanimously carried the motion to retain the original proposed revision.

Post 852 looked at UNESCO’s website and found that, although UNESCO does not directly state that public broadcasters must promote democracy, it stresses that the public broadcasting ‘is vital to the functioning of democratic societies’ and ‘can serve as a cornerstone of democracy’ (note 2). In other words, according to the spirit of UNESCO, public broadcasting was originally also a tool to promote the development of democracy and it can be seen that the working group’s proposals were not unreasonable.

Relevant lines from UNESCO:
This brochure presents in a simple and direct style an entirely up-to-date summary of the basic concepts relating to public broadcasting, which is vital to the functioning of democratic societies.
When guaranteed with pluralism, programming diversity, editorial independence, appropriate funding, accountability and transparency, public service broadcasting can serve as a cornerstone of democracy.

Asian Cricket Council Premier League: Afghanistan v Hong Kong – 1 May, 2014

The opening match of the 2014 Asian Cricket Council Premier League held in Kuala Lumpur saw Hong Kong thrashed by a high quality Afghanistan team. Hong Kong posted a solid 216 as they were bowled out in the 50th over, Babar Hayat top scoring with 53. Afghanistan’s Usman Ghani powered the run chase with 6 4’s and 2 6’s in a match changing 70 that saw his team to victory in the 44th over. A disappointing start to the tournament for Hong Kong who had hoped to follow up their strong performances in the early part of 2014.

She knows it’s almost time. She writes the woman she will not be, the life she would have loved to tell, one day…

Record Store Day – 19 April, 2014

Record Store Day – 19 April, 2014

Now in it’s seventh year Record Store Day is a celebration of the culture of the independently owned record store… an antiquated notion perhaps to those only familiar with buying music via iTunes or downloading. Yes it’s a blatant plug to sell more records especially in recent years as the major labels flood the market with exclusive RSD editions only available on the day and in limited numbers… However despite the growing backlash and cynicism Record Store Day still serves its purpose to remind us that stores exist and there’s great music to be found there. So take a wander along to your local record store and browse and see what takes your ear. While everyday is a good day to buy music Saffron in Sheung Wan have live music, promotions and discounts while any excuse to peruse the vinyl at White Noise Records in Prince Edward is a good one.

European Club Rugby – future confirmed

European Club Rugby

After much acrimony, the financial pie has been split to satisfy the suits for the next 8 years – whether enough consideration has given to player health, fitness and downtime only time and the quality of rugby will tell. Here is the European Club Rugby statement in full.

European Rugby statement
For immediate release: Thursday 10 April 2014
Issued by EPCR
All nine stakeholders (listed below) are delighted to confirm that a Heads of Agreement ensuring the continuation and development of European club rugby competitions has been signed. The parties have underlined their commitment to an invigorated competition which meets the requirements of all the parties involved. It is a truly meritocratic tournament, with appropriate division of finances, underpinned by a long-term agreement and strong governance, starting in the 2014/2015 season.

Overview:
3 cross border club competitions to be called The European Rugby Champions Cup, the European Rugby Challenge Cup and a new competition called the Qualifying Competition.

An association shall be established in Switzerland called ‘European Professional Club Rugby’ (EPCR). This body will be responsible for organising and managing the Cup Competitions.

European Rugby Champions Cup qualification:
20 clubs qualifying through the finishing positions in their leagues from the preceding season:
– top 6 from TOP 14
– top 6 from Premiership Rugby
– top 7 from PRO 12, with at least one club from each country participating in the league
– the 20th place will be taken by the winner of a play off between:

For the 1st season: The 7th highest finishing club from TOP 14 and the 7th highest finishing club from Premiership Rugby. This play off will be played in May 2014, either as one match (in which case, there will be a draw for home advantage) or as home/away. For subsequent seasons: The 7th highest finishing club from TOP 14, the 7th highest finishing club from Premiership Rugby and the 8th and 9th highest finishing clubs from PRO 12 (or the 2 highest finishing which have not already qualified automatically).

From 2015 season, if the previous season’s European Rugby Challenge Cup winner has not already qualified through its finishing position in its league, it will participate in the play off by taking a place given to its league.

The play off will take place over 2 dates.
– 1st date: 7th club of TOP 14 versus 8th or 9th from PRO 12 and the 7th club of Premiership Rugby versus 8th or 9th from PRO 12. The matches will be played at the home venues of the TOP 14 and Premiership Rugby clubs.
– 2nd date: The 2 winners from the first matches. The venue will be selected by a draw.

European Rugby Challenge Cup qualification:
– 20 clubs comprising 18 clubs from TOP 14, Premiership Rugby and PRO 12
– 2 clubs from the qualifying competition organised with FIRA-AER (Fédération Internationale de Rugby Amateur – Association Européenne de Rugby)

Format of both Competitions:
The competition will take place over 9 weekends. The Pool phase will be through 5 Pools of 4 teams which will play each other home and away (6 matches). The 5 Pool winners and the 3 best runners up will qualify for the Quarter Finals. The Quarter Finals will be played at the home venues of the 4 best Pool winners. The Quarter Final winners will play the Semi Finals and the Semi Final winners will play the Final.

Calendar of both Competitions:
The Pool phase will be played in 3 blocks of 2 weekends and will be completed by the end of January. The Final will take place latest the first weekend of May.

The Qualifying Competition will compromise between 8 and 12 teams from Tier 2 countries and Italian clubs as agreed by EPCR & FIRA-AER.

EPCR will be managed through a Board of Directors representing all parties and an Executive committee in charge of commercial matters and assisting with preparations of Board meetings. The EPCR Board shall have an Independent Chairman.

The EPCR Executive will comprise the Independent Chairman, Director-General, and three voting representatives, one from each of the leagues – namely the TOP 14, Premiership Rugby and PRO 12. The Director-General shall manage the day to day operations of EPCR.

Competitions will be under the aegis of the IRB and run according to the IRB Laws Relating to the Game and IRB Regulations. The parties have also agreed to form a working party to discuss and propose the principles of an integration of European competitions within an all-encompassing European rugby framework.

A minimum eight year agreement.

Equal distribution of funds. i.e. A third to TOP 14 teams, a third to Premiership Rugby teams and a third to PRO 12 teams, with a guaranteed minimum distribution for the clubs from the Pro12 in years 1-5.

The nine parties are: Federation Francaise de Rugby (FFR), Federazione Italiana Rugby (FIR), The Irish Rugby Football Union (IRFU), Ligue Nationale De Rugby (LNR), Premiership Rugby Ltd (PRL), Regional Rugby Wales Ltd (RRW), The Rugby Football Union (RFU), Scottish Rugby Union PLC (SRU) and The Welsh Rugby Union Ltd (WRU).
